Can I pay for IXL out of Title I, Title II, Title IV or SRSA funds?

Short answer

Yes. IXL can be paid with Title I-A, Title IV-A, and SRSA if it is supplemental and documented, but generally no with Title II-A for student licenses.

The detail

  • Title I, Part A: Yes, if allowable. Like an interventionist salary, IXL is generally allowable because of its connection to student academic achievement, but it "would need to have been identified in the comprehensive needs assessment and noted in the campus improvement plan." (Title I FAQ, Q29, p. 129) You must also have a valid SNS Methodology or Statement of Exemption, and "Additionally, the services could only be provided for students attending schoolwide campuses as long as the LEA has a valid SNS Methodology" (Title I FAQ, Q38, p. 134). For Targeted Assistance, "only students identified as most in need receive the Title I, Part A services" (Title I FAQ, Q29, p. 129).

  • Title II, Part A: Generally no for student IXL licenses. One of the purposes FASRG lists for Title II-A is to "improve the quality and effectiveness of teachers, principals, and other school leaders" (FASRG v20 FAR Appendices, Fund Code 255, p. 24). A direct student-practice subscription does not fit that teacher-training purpose. It would only fit if the cost was allowable PD for teachers, not student access. Neither FASRG nor TEA's ESSA program guide names student software as unallowable under Title II-A, so this is a judgment about fit, not a written rule.

  • Title IV, Part A: Yes, but watch the 15% technology-infrastructure cap. A cost must be "consistent with one of the three content areas;" reasonable and necessary, allocable, and "supplements, and does not supplant (section 4110) other State or local funds" (Title IV-A FAQ V7.0, p. 43).

Software counts toward the cap: LEAs "may not spend more than 15% of funding in this section on devices, equipment, software applications, platforms, digital instructional resources" (Title IV-A FAQ V7.0, Effective Use of Technology, A2, p. 33). A student-practice program such as an IXL license is a software application and a digital instructional resource, so if you charge IXL to Effective Use of Technology (ยง4109) it counts toward that 15% limit.

That 15% is of the funding the LEA uses under ยง4109 (the technology content area), not the whole Title IV-A allocation. TEA adds that "At least a portion of funds may be used to support professional development for LEAs to enable the effective use of educational technology." (Title IV-A FAQ V7.0, A2, p. 33). Equipment may be allocated under Well-Rounded (ยง4107), Safe and Healthy (ยง4108), or Effective Use of Technology (ยง4109) "based on its specific needs and funding priorities." (Title IV-A FAQ V7.0, A3, p. 33). The cap is described only for the technology content area, but the purchase still has to fit the purpose of the content area charged and pass allowability and supplement-not-supplant (Title IV-A FAQ V7.0, A1, p. 32).

  • SRSA / Title V-B Rural: Yes, if supplemental to meet a CNA need. "Aligning the RLIS/SRSA funds to Title I, Part A-type activities is one of the allowable activities under that statute." (TEA Supplement, Not Supplant Handbook V7.0, Question 23, p. 28). TEA's program guide for RLIS, the other Title V, Part B rural grant, asks you to document "How is the expenditure reasonable and necessary to carry out the intent and purpose of the grant program?" plus the CNA need it addresses, how it addresses the need, how it will be evaluated, and "How is the expenditure supplemental to other nonfederal programs?" (2026-2027 Title V, Part B RLIS Program Guide, p. 11).

Two cross-cutting rules for any of these:

  1. Supplement, not supplant: the traditional test still applies to Title II-A and Title IV-A. "The traditional presumptions of supplant are still in place for other federal programs" including Title II-A and Title IV-A (Title I FAQ, Q4, p. 104). You cannot use federal funds for services required by state law/rule/policy, services paid with state/local last year, or services non-participating students get with state/local (SNS Handbook V7.0, Presumptions of Supplanting, pp. 8-9).

  2. Do not pre-pay a full-year unlock-over-time subscription. "you may only pay for the service that has been invoiced and received during the period of the invoice." (Title I FAQ, Q6, p. 98). For example, if IXL levels unlock as you complete one level before the next is available, you cannot pay the entire year at the start. The Title IV-A FAQ says the same for Title IV-A (A4, p. 33).
